Marianna Black Library Leads Swain's Digital Inclusion PLan
Swain County has a tremendous advocate for digital literacy in the staff of our Marianna Black Library! Our local library is leading the digital inclusion plan rollout for Swain County. This includes 3 Digital Navigators on staff at the library, ready to help any Swain County citizen (and plenty of visitors, too) with their digital literacy needs.

Swain County Digital Inclusion Plan - July 2023 by Southwestern Commission
Southwestern Commission (SWC) created this Digital Inclusion Plan (DIP) for Swain County. Having a DIP is required for counties to be eligible for CAB funding. Swain County Broadband Committee shared our county broadband research to SWC to help them understand our county’s significant broadband gaps.
The Southwestern Commission is the regional council of government that covers North Carolina’s 7 westernmost counties, the 17 municipalities therein, and the Qualla Boundary.
